The deer carcass was discovered 25 feet in the air atop a power pole some distance from nearby railroad tracks. The severed back legs suggest a traumatic encounter with a train, but the Canadian National Railways had no report of such an incident, and if the deer's legs had been cut by the wheels, it would seem to me unlikely that the same incident would propel the carcass that high in the air. Why is this deer up here?

Makes absolutely no sense to me. Any human would get electrocuted. Must have been hit by a train at full speed. My brother hit a cow with his car and sent him flying. Not this high.Be Jay Graham
Could've been a bald eagle or a brown eagle. Both can get large enough to lift a deer up and use a rail way power pole for a eating perch, or if the deer was hit in the right way by the train, it could have been launched up there as well.Timothy Carver
I've seen a story of a full grown moose up in the power lines. They said the lines were on the ground and when they pull it tight, what ever is standing there is going up with it.Edward Simons

It had to be hit by the train. The front of Engines are made to push . The animal up and away from the train. Here is a video with a deer getting hit . By a race car with a similar front end to a Engine! It flies into the air25' + into the tree.
