Its most effective for me during pre-rut when bucks are just out of their bachelor groups and starting to move thru their daily travels from bed to food unaccompanied. I think this is when they usually first start to look for does and are changing their routines into rutting mode. So the rattling of two bucks fighting over one already is an attention grabber. They come to see the fight and possibly join in or start another and this is when it works best for me. But it will usually get their attention not matter what time of the season it is, they are curious animals by nature.
I will start to tickle antlers as soon as I see bucks on my cameras doing it. Bucks are way pumped up almost as soon as they loose velvet. I used to wait till they started chasing but now I do it a lot earlier and works really well.
