Is it the upper or lower Reciever on an AR-15 that is the firearm piece.

Just wondering about ordering parts to build one at home. Not sure of the total rules here in Canada, but I know you need an RPAL to acquire the whole rifle. ???

It is the part that contains the serial number and that is.the lower.

Here in New Zealand you can buy any part you want but need a permit for the lower receiver which as seth says has the serial number
