Is it the upper or lower Reciever on an AR-15 that is the firearm piece.
Just wondering about ordering parts to build one at home. Not sure of the total rules here in Canada, but I know you need an RPAL to acquire the whole rifle. ???

Here in New Zealand you can buy any part you want but need a permit for the lower receiver which as seth says has the serial numberJohn Jackson
